INDUSTRIAL LEAGUE RULES *

2020 - 21 SEASON

1. COMPOSITION: This league will consist of adult men, 18 years of age or older and the league will be certified by the United States Bowling Congress (USBC).  There is no limit to the number of teams allowed in the Industrial League other than the capability of the house where the league bowls.

 

2. DURATION: Bowling will start on September 9, 2019 at 6:30pm (practice at 6:20 pm). The league will bowl 29 weeks comprised of three (3) thirds.  The first third will consist of ten (10) weeks.  The second and third thirds will consist of nine (9) weeks each.  The last night (29th night) of the league will be March 30th 6th, 2020.  There will be no bowling December 30, 2019.

3. COST OF BOWLING: $18.00 per night per bowler.

4. LAST TWO (2) WEEKS OF BOWLING (fees): The last two (2) weeks of bowling will be prepaid by the third (3rd) to last week of the bowling season, that date is March 29, 2021. If they are not paid, the team will forfeit any wins for the last two (2) weeks and the money owed the league will be taken out of their prize money.  The Secretary / Treasurer will notify the league board (consisting of the Team Captains and League Officers) of any teams which have not complied with this rule.  The League Board will advise the Secretary / Treasurer how to proceed.

5. PRIZES:

     

     a. To qualify for individual prize awards, a bowler must bowl at least two-thirds (2/3rds) of the scheduled games (30 weeks X 3 games = 90 X 2/3 = 60; championship night is not counted towards individual or team awards so awards can distributed championship night).

     

     b. A bowler or team cannot qualify for any league handicap awards until they have bowled twenty one (21) games in this league.

     

     c. All individual and team prizes will be awarded on both a scratch and handicap basis with scratch taking priority over handicap and series before game. An individual or team cannot receive multiple awards in scratch or handicap game or series categories.

     

     d. No perfect attendance awards will be given.

     

     e. Sponsor plaques will not be given, and there is no sponsor fee. 

     

     f. At the end of the season, $50.00 will be sent to the Ada County USBC Scholarship fund.

     

     g. The Walt G. Johnston / Chuck W. DeLamere Sportsmanship Award and the Harold F. Marker Sixth Man Award (optional) plaques will be given without regard as to whether the bowler receives another prize. The Sportsmanship Award will be chosen by the general membership of the league. The Sixth Man Award, if given will be chosen by the league officers.

     

     h. A Prize Fund Committee comprising of at least three (3) members from the league, will submit to the League Officers one or more prize lists (for any Individual awards, Team awards and/or Sweeper prizes) for consideration by the fifth (5th) week [per USBC Rule 102-c-5], which is October 12th, 2020 so as the general membership can have a ballot vote the following week of the bowling session.

​6. HANDICAP: The handicap for the Industrial League shall be ninety percent (90%) of 230 for each bowler. The team handicap shall be the total of the five (5) bowlers bowling that night:

Averages: A bowler’s average is based on his book average of 21 or more games from the Industrial League from the previous season until the bowler has bowled 9 games in the Industrial League.  After which, the bowler uses his current average from the Industrial League.  Bowlers who do not have a book average of 21 or more games from the Industrial League from the previous year will establish an average from their first 3 games bowled in the Industrial League.

​8. LINE-UP: Team lineup will be the lowest average bowler entered in the first position, followed by the second lowest average bowler in the second position, followed by the third lowest average bowler in the third position, followed by the fourth lowest average bowler in the fourth position, ending with the highest average bowler in the last position of the bowlers present to bowl for that night.  Bowlers who do not have an established average, will bowl at the bottom of the lineup.

 

If two people have the same average, it is up to the team captain to determine which position they will bowl in.

The league Secretary will check for correct lineup when entering scores, if the incorrect lineup was used, the Secretary will correct the lineup when entering the scores into the league scoring software and the Secretary will advise those teams effected the following week.

​

9. TEAM ROSTERS: A team roster shall not contain more than eight (8) bowlers. Three (3) players from a team roster must be present by the end of the third frame of each game or the game will be forfeited. Tardy players shall be permitted to bowl from the first frame, provided the game has not progressed beyond the third (3rd) frame. Team captains can only substitute a bowler at the beginning of a game, not during a game.

10. BLIND/VACANCY SCORES: The blind/absent score shall be the bowler’s average, less ten (10) pins, of the absent bowler on the team roster having rolled the most games in the league. If there is a tie between bowlers it is up to the team captain to choose which bowler to use. Vacancy scores shall be 180 plus handicap.  Bowlers WITHOUT SIX (6) Games in league play WILL NOT be permitted to bowl the last two (2) weeks of any third or in the roll-offs. To win an individual point against a blind/absent score, the competing bowler must beat the blind/absent score (average less ten (10) pins) plus the blind/absent bowler’s handicap.

11. POINTS: A seven (7) point system will be used for scoring:

·        one (1) point for each individual handicap game won (5 points per game, 15 points per night)

·        two (2) points for each team handicap game (2 points per game, 6 points per night)

·        two (2) points for each team handicap series (0 points per game, 2 points per night)

·        twenty-three (23) points total for one night per pair of teams. In case of a tie for total points in a game, each team will receive one (1) point.  In case of a tie for individual points, each bowler will receive one-half (1/2) point. Winner of individual game points will be determined by scratch score plus the bowlers per game handicap. In case of two absentee or vacancy scores bowling against each other, (or any combination thereof), the team winning the game will be awarded the point. League standings will be determined by total individual points plus team points for each team per split.

 

12. CHAMPIONSHIP ROLLOFFS / SWEEPER: The Championship will consist of the three (3) winners of each split (third, 3rd) and the team with the most points for the year which has not already won a split.  A team can only win one (1) split.  In the event that a team finishes first in a subsequent split after already winning a split, then winner for that split will be the highest finishing team at the end of the year that has not already won a split.  In the event that two teams are tied for the lead at the end of a split, then there will be a tenth (10th) frame roll-off on a neutral pair to decide first place with total pins plus handicap (1/10 of each person’s handicap, fractions dropped) for this extra ten (10th) frame determining the winner of that split. Tie breaking roll-offs will count towards any USBC awards, however, will not count towards averages.

The Championship / Sweeper will be held on Week twenty-nine (31). The format for the four-way roll off at the end of the season will have each team in the roll off bowling each other head to head once on lanes in the center of the league using the point system explained above. The team with the most overall season points will be the team that does not change lanes during the roll-offs. This team will be seeded #1.  The team with the least number of points will be seeded #4.  In the event of a tie in points in the roll off, handicap total pins between the tied teams will determine the seeding. The remainder of the league will bowl a sweeper as presented by the Prize Fund Committee and voted on by the league.  The lanes / seeding for the Championship will be:

13. UNEVEN NUMBER OF TEAMS/BYE: Teams bowling the Vacant/Bye team will draw a team from the league to bowl against to earn points. The scores bowled will be used as if bowling in direct competition with the drawn team.  This team will be drawn prior to the start of bowling.

 

14. PRACTICE: Teams or individuals shall not practice, after the center oils the lanes for that night, on any lane or lanes to be used that night for league session.

 

15. MOST IMPROVED: Most improved bowler will be based on last year's league average. In the case of no league average, it will be based on last year’s high book average. In case of no book average it will be calculated after the first twenty-one (21) games bowled in this league.

 

16. QUITTING LEAGUE / NEW TEAM: If any team drops out of the league during any part of the season, for any reason, the pin/prize money due that team will be forfeited to the league Prize Fund.  Any new team entering the league during the season is awarded prizes based on the % of the league they were in the league.  Pin money is based on number of points earned, and is not subjected % the team was in the league.  Sponsor fees are not refunded to teams who leave the league prior to the end of the league.

17. TEAM CAPTAINS: Team captains are responsible for:

     

     a. USBC Certification Dues $22.00 per member, unless paid in another league) and must be paid by the first (1st) night of bowling.

     

     b. Counting all bowling fees and turning them into the secretary no later than by the end of the first (1st) game each week. Please keep payments up to date!

     

     c. If a TEAM is more than $54.00 (amount is 3X’s one night fee – see rule #4 for “Cost of Bowling” – for one bowler) in arrears, no points will be awarded to the team on that night or until the arrearage is less than or equal to $54.00. Every Team Captain must sign a master copy of the league rules stating they have read and understand all league rules. They will also ensure all team members understand and will abide by these rules. The master copy will be kept by the league secretary.  The Secretary / Treasurer will notify the league board (consisting of the Team Captains and League Officers) of any teams which have not complied with this rule.  The League Board will advise the Secretary / Treasurer how to proceed.

 

18. SECRETARY FEES:  Secretary Salary will be $0.45 per bowler per night.

19. ELECTION OF OFFICERS:  The general membership shall elect the league officers. This is to be done by ballot no later than the last night of bowling. The league rules, length of season, and cost of bowling will be determined during the first meeting of the season and be decided upon by the general membership.

20. LEAGUE OFFICERS: All league officers must compete in a minimum of fifty percent (50%) of the total games for the bowling season, unless voted otherwise by the Board of Directors (Team Captains). The League officers are:

21. ALTERING BOWLING BALLS:  According to USBC Rules, it is illegal to do anything to the surface of the bowling ball after you have rolled your first ball in league play, except to wipe the ball with a towel (or anything non-abrasive) with or without an USBC approved substance or insert and remove tape from the finger or thumb holes. This means any kind of abrasive used on the bowling ball such as sandpaper, scratch pads, knives etc., to alter the surface of the ball is illegal. If any bowler is caught doing this to his ball, the first offense a warning will be issued, the second offense will be punishable by possible suspension from the league (as determined by the Board of Directors). No baby powder is allowed in the bowling area. If any bowler is caught using baby powder, the above punishment applies. All team captains have the responsibility of educating each of his team members of Rule 18:

 

USBC Rule 18 – Bowling Ball - Altering Surface While bowling in USBC competition, a bowling ball cannot: a. Have the surface altered by the use of an abrasive. b. Be cleaned with any liquid substance or cleaning agent. c. Have any foreign material on it including, but not limited to, powder, rosin, marker or paint. All bowling balls so altered or cleaned must be removed from the competition. Note: Should a foreign substance appear on the outer surface of a bowling ball which cannot be removed with a dry towel, an approved cleaner may be used with consent from a league or tournament officer.

 

League officers are the President, Vice President, Sergeant of Arms and Team Captains (Board of Directors). An explanation of this rule will be supplied to each team president the first night of bowling.

 

22. BOWLERS AREA: Only bowlers bowling that night will be permitted beyond the counter area.

23. Bowling BALLS: Bowlers are not limited to the number of balls in the settee area.  However, extra balls need to be clear of walkways.  They also should not prevent team members from sitting in the settee area if they wish to sit there.  The Sergeant of Arms should be notified if there are any issues with teams not complying.

​

24. DEPOSITS/WITHDRAWALS: Funds will be deposited weekly by Westy's Garden Lanes. The President and Secretary/Treasurer will jointly sign for all withdrawals. If one of these officers is not present the Vice President is authorized to sign in their absence.
